- the role of human aid in this piece is frustrating - aid appears to have failed, development isn't just in reverse, it's actively failed - - > previous child soldiers are starving in school vs current soldiers who are being fed and looked after in the barracks. 

- South Sudan being youngest state - doesn't fit into the traditional theory which is state centric

-Doesn't really follow Realist or Liberal view on war as it is interstate (military against marginalized populace)
-Even though not a war, is affecting Bangladesh security and development 
-Does UN have authority to impose embargo and pressure on Burmese mil/gov? Who will hold who accountable for these crimes against the people?
-Would a state look after it's people?  
-Rape is highlighted, but what other human rights abuses are happening to the population?
-What is the purpose/intent of "clearance operations"?
