         <description><![CDATA[<div>The Northern states didn't feel like slaves should be counted into population, but the Southern states think that they should so they get more representatives.<br><br>then they agreed to the 3/5 compromise the Southern states agreed they would pay taxes for every 3/5 of their slaves and those 3/5 would be counted as population and because of this the Northern states payed less tax money.</div>]]></description>
