He tested it out on a group of boys. And worked great and stuff.  He set a central boy scout office and made a uniform.  In only 8 years, there were 60,000 The movement spread quickly across britain to many other countries.  

What did boy scouts learn?   tracking and reconnaissance, mapping, signaling, knotting, first aid, and all the skills that come from camping and outdoor activities. Also learned camping, observation, deduction, woodcraft, boating, lifesaving, patriotism, and chivalry.  Also learned good morales. From 11-18 year old.

American version= some guy walked down a foggy street
 he was lost.  Some boy scout helped him.  He offered a tip, but the scout refused.  Got so inspired he took several regional organisations and made them into the BSA.
