North Marin Water District, Rush Creek Place, Novato, CA

There was a severe drought that affected the North Marin Water District in Novato, California in 2015. This led to a statewide 25% reduction in water usage in order to conserve water. Now that water usage was greatly limited, the state had to find ways to offer water to the residents of Novato. Water recycling was promoted, restrictions on water usage became tighter, and Novato sought assistance from other sanitary districts to maximize the usage of water. Novato's water district have been actively working towards no longer having to discharge to the bay area for water, as they want to be self-sufficient. A question I have about this case is how can they make sure that the residents are responsibly using water during this drought, and what are the punishments if caught.
