Rest is needed to help with recovery. Without rest, recovery is impossible and increases the risks of injures.

The more rest you take the between sessions the more energy you will have for the next.

Although saying this to much rest may lead to loss of confidence, loss of strength and loss of fitness.

If improving certain fitness components like strength, you will need decent amount of rest between sessions, sets and reps otherwise taring muscles becomes a real risk and could end up in injury, leading to even more rest witch will lead to no improvement.
