Kings had very much power and could be a judge and could use force to punish people if they did not pay their taxes or follow the law. They could make laws as well.

Kings were usually chosen by the people of the city-states but then kings eventually demanded that their power was to be passed down to their children. The oldest son would usually come in command after the king died.

Aristocrats were men that advised the king and were depended on during wartime and they had large pieces of land. Because the king and everyone else depended on the aristocrats, the aristocrats realized they were stronger than there king and put new laws against the king. And they eventually threw the kings out of rule.
