To me this means that Germans were horrible and animals, and had a disgustingly barbaric culture. I can tell that this is about Germany because the ape is wearing the iconic german pointed helmet. He has a bloody club that says "cultur" and on the top of the picture it says "Destroy This Mad Brute" It fits under the topic of America in the World because it shows who America was fighting, (Germany) and what their stance is on the worldly issue going on. To me this means more of a pride thing, kind of pulling on people's heartstrings to join the army, what are your kids going to ask? How will they feel if they found out you did nothing to help in the war?
