China, as well as the League of Nations, appeased to Japan’s wishes which led to the invasion of Manchuria and Japan leaving the League for condemning its actions.

The Lytton Report recognized Japan’s interests in Manchuria, but did not see them as justified and suggested to Japan that they should give up. It is the Lytton report that pushed Japan to leave the League. The League could not push any other action towards Japan because the strongest members of the League were weak in terms of military power.

As Japan was completely occupying Manchuria, China appealed to the League of Nations (of which both Japan and China were members at the time). The League responded with caution as this was to be the first conflict between two nations present on the board. The Lytton Commission was formed in December of 1931 to investigate the Mukden Incident. Having been submitted for review to the League in October of 1932, the report admitted that before Japan invaded there was an inefficient and corrupt Chinese government in the province and that Japan had made major financial investments. The report explained that the invasion was not done in the best interest of the people as Japan claimed it to be, so Japan was voted out of the League.
