         <description><![CDATA[<div>Public constitutes now are putting the citizens needs and interests first, not like the earlier generation.  In today's public constituents they:   develop collaborative kinship with citizens and unit;  confide and share obligations; announce information to elevate public discourse; and seek obligations to involve citizens in government activities (Robinson, 2015). In the earlier generation:  There was a division between politics and elected politicians and the administration, with appointed administrators, the administrators were continual, predictable and rule-governed (Robinson, 2015). The administrators were trained professionals and they were appointed on qualifications. There is a division of labor, and a hierarchy of tasks and individuals. Resources were from the organization, not to the individuals who work . Public servants serve public rather than private interest (Robinson, 2015)</div>]]></description>

This will help  increase the communication with parents and staff, help increase the graduation rate,  helps students promote high achievement,  and helps build  support from the community  and business partnership. </div>]]></description>
