During 1789-1800, the federal government transitioned from the Articles of Confederation to a Constitutional government. The Articles of Confederation formed a weak government, unlike the stronger and more central constitutional government. During this time, the first party system was being developed. Notable figures like Hamilton gave a stronger government and new foreign policies. The new federal government fostered political/economic continuity/change in its policies during 1789-1800 massively through a more central form of government, economic reforms, and changes in foreign policy.

They created a weak form of government known as the Articles of Confederation. While the nation began to figure out exactly what they wanted from their government, they began to make several political advances. While some believe that the new federal government didn't foster that much change, the new federal government fostered much change with the development of the Hamiltonian plan, the whiskey rebellion, and the XYz affairs.

As the government went through changes after the Articles of Confederation, as its weak government led to Shays' Rebellion. The southern region was more known for using enslaved workers, while the North was known for being more urban and using free labor. However, the debate about whether to allow slavery in these new territories divided people and led to a series of compromises to settle these issues. The extent to which the United States became more divided over the issue of slavery between 1800 and 1848 was large because of the balance of power in the house, compromises, and violence.

They found a way to stabilize and establish their rights through the constitution. Growing debates over slavery between the North and the South were based on geographical differences, which led to differences in labor.
