Guided by Mayor Iwata’s belief in inclusive community bonds, we are strengthening local resilience through digital innovation—using 3D mapping for disaster preparedness and advancing remote drone automation. As one of many municipalities working toward the SDGs, Susami aims to share knowledge and collaborate globally for a sustainable and resilient future.

In the coming period, we will focus on key tasks:

• Administrative reform to better serve citizens and maximize digital transformation;

• Green economic transition, including infrastructure, green transportation, and green development policies aligned with Net Zero commitments;

• Strong international integration in culture, education, arts, as well as investment for socio-economic development.

Additionally, we will expand the VLR initiative to other municipalities. Toyota City will also strengthen partnerships with local governments that are overseas.

In the near future, we will convene a forum, as a platform for Japanese municipalities, to exchange opinions and share our best practices and experiences.

These areas are critical enablers of sustainable regional development and resilience. Through these fields, we will continue working hand in hand with local governments and partners, providing capacity building, technical cooperation, and platforms for knowledge exchange, including the establishment of the 'Cities Coalition for Circularity,' as articulated in the Jaipur Declaration on 3R and Circular Economy, adopted at the 12th Regional 3R and Circular Economy Forum in Asia and the Pacific, held in Jaipur, India.

Title: Penang Island: Digital Twin-Driven SDG Localisation & Resilience Acceleration

Objective:

To advance SDG localisation in Penang Island by expanding the Virtual Island of Penang (VIP) digital twin platform for integrated, data-driven decision-making and community engagement, aligned with Toyota’s Action Plan for Partnerships.

Key Actions:

1. Expand VIP modules to include:

      •   Citizen Health & Wellness Dashboard (SDG 3)

      •   Inclusive Mobility & Accessibility Module (SDG 11, 10)

      •   Green Infrastructure & Biodiversity Monitoring (SDG 13, 15)

      •   Local Jobs & Skills Tracker for the Silver Economy (SDG 8, 4)

2. Form partnerships between MBPP, Toyota ASEAN, national agencies, local universities, and community groups.

3. Pilot a 12-month project in George Town Heritage Zone integrating sensors, IoT, and citizen feedback through the Pearl App.

4. Link VIP data to the six investment pathways: digital connectivity, clean energy, jobs & skills, mobility, environment, and food systems.

5. Share outcomes and open data on the Toyota Action Plan platform to encourage replication by peer cities.

Expected Outcomes:

   •   A live SDG dashboard showing Penang’s real-time resilience indicators.

   •   Reduced mobility delays and hazard incidents in pilot zones.

   •   Strengthened citizen trust through transparent, accessible data.

   •   A scalable partnership model for other ASEAN cities.

Alignment:

Supports SDGs 11, 9, 13, 15, 8 and 4; directly contributes to the Forum’s investment pathways of digital connectivity, jobs/skills, and climate resilience.

  In-Depth Analysis and Pilot Area: The intent is to establish a framework for collaboration to jointly develop concepts, methods, and trials using data from cars (4W), motorcycles (2W), and other data sources, including camera, map, and incident data. This involves integrating technologies such as Artificial Intelligence (AI) and data analytics to find the root causes of road safety accidents (in-depth accident analysis) and develop possible countermeasures to be implemented in selected risk areas in Bangkok as a trial area (pilot area).

  BMA's Role in Targeted Resolution: The Bangkok Metropolitan Administration (BMA), as the owner of the project trial area, will provide support by coordinating with relevant agencies and providing necessary support for project implementation, including support for implementing measures created from the project in the trial area, especially measures related to the road and infrastructure. This collaboration intends for BMA to support fundamental data to Toyota (via TMF/TMT) to ensure that the analysis of the large datasets received from vehicles yields solutions that are pertinent to the incident and leads to precise resolution of accidents.

Background

The Ministry of Local Government conducted an exercise to sensitise all 92 Local Authorities on Sustainable Development Goals and Localisation.

56 out of 92 Local Authorities managed to produce Voluntary Local Review Reports, though in of varying qualities. The main gap being in quantitative reporting of the SDGs Indicators.

Government of Zimbabwe launched Minimum Service Delivery Standards (MSDS) for all Local Authorities which is going to act as a basis for measuring performance as we move towards achieving Vision 2030.

MSDS has indicators which are similar to SDGs Indicators. A statutory instrument for the MSDS has been gazetted.
