People would have criticized the program because they would have wanted to put the federal money in a more "useful" place, such as public education or the military. They would make the argument that the money should be put in education so that the next generation could be smarter. Meanwhile, they would have put the money into the military for the reasoning that the troops need better weapons so that if another country attacks, they would be ready.
