         <description><![CDATA[<p>The goal of the Civil Works Administration was to get unemployed people some jobs. They wanted to get people off of their feet and be productive during the Great Depression. It rapidly created manual labor jobs for millions of unemployed workers. It was only meant for a short amount of time, between 1933 and 1934.</p>]]></description>

         <title>Criticism</title>

         <description><![CDATA[<p>People would have criticized the program because they would have wanted to put the federal money in a more "useful" place, such as public education or the military. They would make the argument that the money should be put in education so that the next generation could be smarter. Meanwhile, they would have put the money into the military for the reasoning that the troops need better weapons so that if another country attacks, they would be ready. </p>]]></description>
