         <description><![CDATA[<div>The motives of the&nbsp; Congressional plan were to:&nbsp;<br>1.&nbsp; They wanted to have more qualified voters who would elect conventions to prepare for new state constitutions<br>2. Once the voters ratified the new constitutions they could elect state governments&nbsp;<br>3. With the new members of the governments they were able to pass the 14th amendments through congress and make it apart of the constitution<br><br><br></div>]]></description>

         <description><![CDATA[<div>The provisions&nbsp;were found in the  people of the states and the five military districts. The goal was to get more people to vote for things they needed which will bring the nation back together. With the people voting for what they want they were able to provide new ideas and bring the nation back.<br><br><br><br><br></div>]]></description>

         <description><![CDATA[<div>The goals of the Congressional plan was to bring back all of the southern states into the union, but only by agreeing to ratifying the 14th amendment. Soon after the state ratified the 14th amendment, it was required that the 15th amendment also be ratified.</div>]]></description>

         <description><![CDATA[<div>The result of the congressional plan was that at the end of 1870, all of the southern states who followed the tight guidelines of the&nbsp;plan were admitted into the Union. There were also acts that prohibited the president from removing civil officials without consent from the Senate, and one that prevented the president from giving out military order without consent from a commanding military general. Many attempts to not have the congress be involved with the radicals plans were attempted but failed. </div>]]></description>

         <description><![CDATA[<div>The things that were instituted were the southern states followed the rules that the Union put forth, African Americans were granted more voting rights, and&nbsp;the nation was seen as a more united nation under one constitutional view again. </div>]]></description>
