1.  They wanted to have more qualified voters who would elect conventions to prepare for new state constitutions
2. Once the voters ratified the new constitutions they could elect state governments 
3. With the new members of the governments they were able to pass the 14th amendments through congress and make it apart of the constitution

The goal was to get more people to vote for things they needed which will bring the nation back together. There were also acts that prohibited the president from removing civil officials without consent from the Senate, and one that prevented the president from giving out military order without consent from a commanding military general.
