         <description><![CDATA[<div>Ranked at number 5 we have the public school. Before the advent of public schools there were many private schools and academies. Many people who were lacking in financial resources were not able to afford these public schools, and as a result could not have access to basic education. Boston incepted the first public high school in 1821 setting the way for others to come.</div>]]></description>

Designed to help students who struggled on standardized tests, as well as  requiring schools to report the academic performance of students in various racial and ethnic groups, the passage of this act would close the growing gaps between ethnicities and bring everyone on an equal field to achieve. </div>]]></description>
