Countries with a debt crisis, whatever their other characteristics, agree to the bank's package of legal and economic reforms, and the bank agrees to lend them money.
                       -The Bank also continues to face criticism that it is funding environmentally damaging schemes. A decision to finance a gold mining project in Guatemala last year has met with protests from green groups, representatives of indigenous people and the Catholic hierarchy.
