I've noted someone else mentioned that they should also have a good understanding of the culture. It's an interesting point, and it would certainly be helpful, but I wonder if one could be bi-lingual without a good grasp of the culture. I love cooking and am blessed to be able to tell you what my next meal will be :) So, being bilingual to me means knowing how to request the foods you like (plus water for drinking!), as well as knowing how to request or identify where the restroom is. Then comes being able to ensure shelter (like asking directions to and booking a room at a hotel). If you're really feeling smooth, being able to talk about your favorite type of music in that language. Converse to all of this, I am well versed in Arabic/Middle Eastern foods and music, but can't speak much beyond a hello or Good Morning!
