Consider: abilities, context, purpose for speaking, domains of language (speaking, writing, reading, listening)
Always the option for written response, audio or video file, creative image that reflects your response.

My sense is that for someone to be considered bi-lingual they would be fluent or close to fluent in that language. I've noted someone else mentioned that they should also have a good understanding of the culture. It's an interesting point, and it would certainly be helpful, but I wonder if one could be bi-lingual without a good grasp of the culture. I tend to think of the term as it relates to language only, so it's an interesting point to consider.

I would consider my girlfriend (who is Cambodian) to be bilingual as she can have a full conversation in Khmer and English at the same time. Her family will switch between the two throughout a conversation. She cannot read or write as she does not understand Khmer characters. However, since she is able to communicate verbally, I consider that to meet bilingual criteria.

I wonder if you could meet 2 or 3 domains and still be considered bilingual? I'm not sure about ability level though.. maybe accuracy would be 70% to be considered bilingual? Would this include understanding cultural norms of each language? I'm not sure about that part, but my guess is "no?" And I'm also not sure how to include context or purpose for speaking here.

I'm always thinking with my stomach. I love cooking and am blessed to be able to tell you what my next meal will be :) So, being bilingual to me means knowing how to request the foods you like (plus water for drinking!), as well as knowing how to request or identify where the restroom is. Then comes being able to ensure shelter (like asking directions to and booking a room at a hotel). If you're really feeling smooth, being able to talk about your favorite type of music in that language. Converse to all of this, I am well versed in Arabic/Middle Eastern foods and music, but can't speak much beyond a hello or Good Morning! It's a work in progress.

Bilingualism to me is having the ability to think and express yourself in more than 1 language. It is being able to easily express your thoughts, ideas, wants, needs, and to engage socially. Communication should flow at a natural pace. Your ability to access and use and understand common jargon, idioms, or slang also shows a good depth of knowledge of a language.
