         <description><![CDATA[<div>Congress can impeach officials, judges and presidents; however, the judicial branch can declare unconstitutional actions and stop them. Congress can propose bills then get a line-item veto, where the president may reject one or more parts of a bill without vetoing the entire bill. There's expressed, or written powers and implied powers, powers that aren't written but are implied.</div>]]></description>
