Floods and fires would break underground pipes which will cause a domino effect and create greater damage while tsunami for example would only effect people living near the water and not people far away from it. Floods and fires would probably effect somewhere in the city where it is most populated and where there are taller buildings than the beachside or the suburbs. The earthquake would cause the buildings to collapse and may injury many people.

I think these will cause the most damage as they are both taking land with them. A tsunami can completely flood a city, stop people from entering places, and depending on the magnitude, it can also destroy a lot of property.
