The quote I feel may give me the best insight into how the state of California envisions support for all students at the school and district levels is this, “MTSS offers the potential to create needed systematic change through intentional design and redesign of services and supports that quickly identify and match the needs of all students.” I chose this quote because of the words “potential” and “needed.” Another quote caught my attention, and I would like to delve a little more into it’s meaning, “MTSS is not designed for consideration in Special Education placement decisions, such as specific learning disabilities. MTSS focuses on all students in education contexts.” Link to Google Doc: https://docs.google.com/document/d/112HTp6zK3NPoUjuH7qgIQoeTzZfd9d2ax_SK0vn_ohk

The MTSS sentence contained in the CA D.O.E.'s webpage that leaped out at me in relation to this Module's Essential Question is, "MTSS also includes: Enabling a paradigm shift for providing support and setting higher expectations for all students through intentional design and redesign of integrated services and supports, rather than selection of a few components of RtI2 and intensive interventions." I focused on this sentence as it helps me understand that the MTSS is broader in scope; AND encompasses & aligns the entire system of initiatives, supports, and resources.

We found most salient the idea that any system of support envisioned to help all students at the school and district levels will have to be dynamic and comprehensive. Our cohort members each visited the same brief webpage/text and came away with different ideas, questions, and experiences. Certainly this is comparable to the experience of those being served by a framework such as MTSS. Every person who comes to the framework will have their own perspective and needs. How are elements such as scope, coordination, and efficacy organized and addressed when the framework’s mission is so multi-faceted? How are these elements addressed in relation to each of the parties involved, such as the student, family, school staff, district staff, and state leadership? How have these needs changed over time and what will be needed to meet them in the future? The implications are many and the framework must be very robust.

A quote that I feel helped me to understand the meaning of MTSS is : ”However, the MTSS process has a broader approach, addressing the needs of all students by aligning the entire system of initiatives, supports, and resources, and by implementing continuous improvement processes at all levels of the system.” This helped me understand MTSS because it gives specific examples of how the process works alone and in comparison to RTI.
