The state encompasses all the available resources usable, manpower, money, etc. A government in particular has the power to make formal alliances and engage in international events and organisations to further boost cooperation and coordination. In comparison, individuals can only play their part and show their support for the government and push for what they desire to safeguard the peace and stability in way of life.
