         <description><![CDATA[<div>Liberia experienced civil conflict between 1989 and 2003 and all of its systems and infrastructures for peace, just and inclusive societies were all broken down. However, with the election of a new government in 2005 we experienced the reconstruction and reactivation of some of the broken systems up to 2017 when a new administration was elected. Currently, we have a country that is experiencing a serious breakdown when it comes to the fight against corruption. Therefore I believe the following three targets will be very important in my country:<br>&nbsp;1. &nbsp; 16.3 Rule of law and access to justice is key to sustaining the fragile peace we are currently enjoying</div><div>2. 10.3: Equal opportunity laws, policies and practices</div><div>3. 16.6: effective, accountable and transparent institutions at all levels.<br><br></div>]]></description>

         <description><![CDATA[<div>Although I do recognize the importance of all the targets set by the SDG16, I would suggest that my country puts a lot of efforts on the following three top targets:<br>1. Target 16.3: Rule of law and access to justice;<br>2. Target 16.4: Illicit financial flows, stolen assets, organized crime;<br>3. Target 16.5: Corruption and bribery<br><br>My country, Democratic Republic of the Congo, is reputed for its natural resources. However, all these resources hardly benefit to its citizens due to many factors, including corruption, bribery, illicit financial flows, stolen assets, organized crime, lack of rule of law and lack of access to juridical institutions.<br>By efficiently integrating anti-corruption in civil and political institutions, the country's legal, institutional and juridical frameworks will get strengthened. This will not only reduce negative and harmful impact of the aforementioned three targets, but it will also foster the implementation of the other 9 targets.</div>]]></description>

         <description><![CDATA[<div>Nigeria, a multi-ethnic and culturally diverse state is facing a myriad of social, economic and security challenges. Applicable to Nigeria, these top 3 targets standout for me:<br>1. Target 10.2 - Political, social and economic inclusion. The current secessionist agitations in some parts of Nigeria are the result of perceived exclusions on political, social and economic opportunities. The anti-corruption efforts should support implementation of inclusive policies at all levels of government.&nbsp;<br><br>2. Target 16.6 - Effective, accountable and transparent institutions at all levels. The Nigerian people are constantly regaled with information on the massive corruption perpetrated in ministries, agencies and departments (MDAs) of the country. The activities of most MDAs are opaque at best and deny country, the needed services and benefits.&nbsp; Anti-corruption efforts will help improve the effectiveness, accountability and transparency of the MDAs in Nigeria.<br><br>3. Target 16.4 - Illicit financial flows, stolen assets and organised crime. Nigeria loses a significant part of its revenue and resources to corruption via illicit financial flows, stolen assets and organised crime. Recent media reports show that most of Nigeria's crude oil is being stolen daily leaving the country without sufficient resources for  development.  Anti-corruption interventions can support the Nigerian State towards addressing this huge problem. </div>]]></description>

         <description><![CDATA[<div>10.2 Public access to information: Major challenge, as the law on freedom of information is still not through (and even if, it includes major loopholes). Hence difficult to access information, lack of transparency supports frustration with politics, contributing to radicalisation of parts of the electorate (who then tend to vote for the most corrupted parties, but that's another story...).&nbsp;<br><br>16.6. Effective, accountable and transparent institutions at all levels: Basically the same as above. Lack of transparency of the powers to be and public institutions produces and ampifies general lack of trust in the res publica.&nbsp;<br><br>10.7. Equitable trade system. As a wealthy European state, Austria could and should do much more to contribute for the EU moving towards a more equitable trade system, as the current modus operandi, in a sarcastic way, uses development funds to cover up what trade policies cause (incl undermining good governance in consequence).</div>]]></description>

         <description><![CDATA[<div>I consider the following as the top 3 targets in Austria:<br><br>5.2 Violence against women and girls. Three women are murdered in Austria in every month, it is said, mostly by their partners. There are different forms of violence against women. They could be physical, sexual, psychological, economic or social.<br><br>8.5 Equal pay for work of equal value. It is known that Austria has one of the highest Gender Pay Gaps within the European Union (19.9% of average gross hourly wage, EU-28: 16.0%) (Source: www.akeuropa.eu)<br><br>16.7 Inclusive and participatory decision-making. Others can cite different answers here, but what comes into my mind is the fact that those who were born in Austria to non-Austrian citizens and do not acquire the Austrian citizenship, although they have lived in Austria all their lives, are not eligible to vote.<br><br>Now, how can anti-corruption achieve the above?&nbsp;<br><br>As to 5.2, education plays a vital role in promoting respect among all genders at a young age. As to grown-ups, if male police officers, judge, police wardens are not corrupt, women will not hesitate to report their abusers.<br><br>8.5 will be achieved in the near future. As more and more women are encouraged to further their education, to compete for management positions and preference is given to them, the demand for equal pay will be listened to as they persevere. Anti-corruption will help achieve 8.5 as soon as there will be transparency in the payscales which should be applied to everybody irregardless of gender.<br><br>16.7 can best be achieved at the legislative level, with regard to my example. Generally speaking, I believe that transparency and inclusion are the keywords here.</div>]]></description>

This will drive poverty eradication efforts.<br>2. Public access to information - This is the foundation of transparency. With members of the public having information on government development initiatives, tenders and procurement processes, they can be adequately equipped to hold government officials to account of their commitment. This has been shown to significantly reduce corrupt practices.<br>3. Equal opportunity laws and practices - By opening public procurement and recruitment to equal access by eligible candidates, corruption and rent seeking will be significantly reduced. Anti corruption efforts will also enhance equal opportunity for all including the marginalized.</div>]]></description>

Anti-corruption strategies&nbsp;<br>strive specifically to combat this subversion and lead towards creating the types of societies envisaged to be optimal for all. Anti-corruption in education would ensure growing generational knowledge of and interaction with public information so as to hold our government officials accountable for their invested power.<br>Anti-corruption in gender issues especially related to violence against women and girls will lead to increased feelings of safety and security, trust in the justice systems and enhance adherence to the rule of law.&nbsp;<br>Integrity, transparency and accountability are engrained in the fabric of anti-corruption activity. The more corrupt the country, the more information is hidden from the public. In the absence of information, bad governance finds fertile ground. It is therefore imperative to fight against corruption in a system if we hope to open access to public information.Rule of law and access to justice (16.3)Corruption prevents the poorest from accessing fair justice. In a country where corruption is systemic, the judiciary is breaking down and justice is not rendered fairly. It is impossible to speak of fair justice where corruption reigns. Only the strongest and wealthiest are entitled to good justice. Hence the fight against corruption contributes to access to justice for all.Forced labor, modern slavery and human trafficking (8.7)These three crimes have one thing in common: They are difficult to accomplish. Without the complicity of one or more high-placed people, they can be politicians, law enforcement officers or public administration executives. These cannot facilitate the commission of crimes if there has not been a bribe beforehand. Hence the fight against corruption can significantly reduce the commission of these.three crimes.</title>

         <description><![CDATA[<div>It was hard to select the top 3 targets:<br>1.&nbsp; Target 16.3&nbsp; Rule of law and access to justice.&nbsp; &nbsp; I have seen how access to justice has been deteriorating in Guatemala, where it seems that the corrupt are rewarded.&nbsp; In addition, a stregthened institutional framework is necessary to carry out investigative actions so that the cases are solid.&nbsp; We also had the problem before that the cases became media coverage, with a political overtone, and it is not possible to operate in this way either. &nbsp;<br>2. Target 16.6&nbsp; Effective, accountable and transparent institutions at all levels.&nbsp; Without transparency, an opacity in public management is more likely.&nbsp; It is important to establish mechanisms like access to institutional public information and that third parties promote transparency.&nbsp;<br>3. Target 16.4:  Illicit financial flows, stolen assets, organized crime.  A solid mechanism for the recovery of stolen state assets is important, and that it be effective, so that people think of carrying out acts of corruption know that they can lose much more. I believed that these 3 targets can helped realizing the SDG 16+ in my country context. As a post-conflict country, Cote d'Ivoire legal institutions were damaged affecting the judicial and legal system and reducing access to justice specially for women and girls in remote areas. The conflict situation also empower some people with illegal resources and these people are trying to keep the judicial and other institutions under their control by corrupting and bribing Government officials and civil society representatives. Women are represented with less than 20% in Government institutions and are considered in many cases uncapable as men and are given less chance to proof their capability to contribute to the country development. Education on human rights and gender equality will helped to change mentality and build more sustainable peace, just and inclusive society.</div>]]></description>

To achieve a peaceful society, a culture of peace and non-violence.<br>&nbsp;This specifically refers to education and how Brazil is a naturally violent country: parents tend to discipline their children through violence, children play violent video games, there is a current debate about the use of weapons for private use, legislators verbally abuse one another in Congress etc. Acknowledging one's difference and aiming for peace and non-violent solutions is unfortunately not seen as a possibility for many Brazilians.<br><br><br>2. To achieve a just society, equal opportunity laws policies and practices are part of the top 3 targets chosen. Discrimination due to race, gender, religion, origin, and others are common in Brazil, sometimes being the butt of jokes. Policies and practices should mirror what must be expected of others - respect and consideration toward one's differences, treating equal opportunity as the social norm.<br><br></div><div>3. To achieve an inclusive society, inclusive urbanization. Higher levels of inequality occur in urban cities that are known for ignoring the poor during urbanization. As a consequence, unused buildings are common for drug users or squatters to dwell in. This decreases their quality of life as well as their neighbors. Policies that will create jobs, guarantee food security, boost entrepreneurship and other money-making ventures should be put in place. The judiciary should be made independent for real. The delivery of justice should be impartial and non discriminatory, judicial processes should be fair, transparent, effective and accountable service that promotes access to justice for all, this will eradicate a culture of judiciary. We need stronger institutions than strong individuals who enrich themselves as a result of an opaque system of management. Once this is done, the institutions will be able to deliver in the service to citizens.<br>A few years ago, we were named as the most corrupted nation in the world twice, in two years (successively). The level of bribery and corruption is so high that many citizens believe that we have been bribing not to feature top in the classification again. This situation has become normalised in such a way that many would not believe you if you indicated obtained a basic service from a government office free of charge. Access to basic services is now open only to people who can afford it and this has resulted to a great loss of trust in the system. To turn things around we need to strongly fight all forms of bribery and corruption.<br>The situations described above has led to enormous frustrations and many citizens have become very prone to conflict, often seeking to administer justice themselves since the system cannot help them out. We need to bring back that trust in the system and lead Cameroonians to believe that their voices do count and they can rely on the system in place to resolve conflicts or issues. It is necessary for the development of a strong culture of peace and non-violence.</div>]]></description>

Combating corruption in this sector means that public resources can have a direct impact in offering better public services and goods, as money is not diverted to the financial accounts of corrupt officials and people can access these services and goods without the need of paying a bribe. Illicit financial flows, stolen assets, organized crime (16.4). If Mexico is able to seize, froze and confiscate stolen assets related to corruption and organized crime, the country could reinvest these funds to give them a social use, which could include initiatives to reduce poverty (thus, a relation exists with the target above). Rule of law and access to justice (16.3). To ensure that 16.4 is achieved, Mexico will have to ensure the rule of law and integrity in the judicial system, which have traditionally failed to provide sanctions for officials engage in corruption (often, due to the same corruption present in the system).<br><br></div>]]></description>
