The laws are legally binding, but each member state much find their own ways to adapt to these laws. 

The member states and their governments have a role in fulfilling the proposed laws and thereby achieving the common goal.

Each state don't have to implement the act in the same way.

Decisions: they are aimed at individual actors (apple, google etc.) and member states. 

The decision is binding. 
Unlike a regulation it cannot be applied incompletely, selectively or partially. 

Citizens, businesses and organizations can participate in the consolation through a website. 

Before putting out the decision, they consider the economical, social and environmental consequences.
