The NC Policy & Procedure Guidelines states that a roving proctor can be used (in pages. 23 -25 as noted on Slide12) if less than 30 students per room; why is CMS not allowing us to use this? If it's secure enough for NCFEs, why not this? With the limited amount of time we have for testing students, and other major events going on in the same time frame (WorkKeys testing, ACT Testing, and registration for the upcoming year), support staff and available staff to administer & proctor testing is thin.

If a student refuses to take all portions of the exam, how can we document that? Is there a "no response" or "refused" option for the Listening/Reading/Speaking portions?

- You will not need to document that anywhere, it will score them accordingly if they don't answer questions. For Speaking you will press record then stop.
