There were proposals to create a separate department for fisheries and marine resources. There are at least 2 pending versions of Senate bills on this, what is the status?

This proposal is also in the National Agri-fishery Modernization and Industrialization Plan (NAFMIP)

Dr. Primavera is very popular for us in Sarangani Bay. The Sarangani Bay is a Protected Seascape and have already the Sarangani Bay Management Plan from 6 municipalities with 1 city. Mangrove rehabilitation Rhizophora species (Bakhaw) had been our practice but as we move seaward, mortality had been observed. Is Sonneratia species (pagatpat) a more recommended species and if it is? How can we tap you as an expert to discuss the technology with us in Sarangani Bay?

What do you think will be the impact/s of the implementation of offshore wind turbines esp. within the municipal waters to the marine environment specifically to the fishery resources? Are there studies done in areas in the Philippines with similar setting? We are all aware that there are significant efforts by the local communities in the establishment and management of the MPAs just to be able to restore and have sustainable fishery resources for their respective communities. For Dr. Largo. In Sarangani Bay particularly Brgy. Bula, General Santos City. Euchuma and Kappaphycus species are cultured and market to Cebu for cosmetics industry. This project is under the BFAR-R12 and City Agri. The LGU would like to ask for the important points or concepts for successful management of the seaweeds euchuma and Kappaphycus culture? So we can also incorporate in our management plan?

What is the current take of the private/business sector on the ocean renewable energy in the Philippines? Are there any studies on its impacts to biodiversity? Do you have suggestions on how do we make it equitable to everyone especially community stakeholders?

It is high time to change our mangrove presentation slides from just a House Bill into a Republic Act on Coastal Green Belt. May I inquire on the status of the Bill? Is it still actively pursued?

We already have the Renewable Energy Act as an enabling policy. In the context of the power industry structure in the Philippines, what are the key challenges (eg. in terms of technology costs, grid integration, transmission and distribution) in the uptake of marine renewable energy for a coastal LGU or small island grid?

Blue Economy Bill

In Sep 25 this year, Sen Legarda had her sponsorship speech for SB 2450, known as the Blue Economy Act, that will unite the government efforts in pursuit of SDG 14. It Encompasses all maritime zones (meaning within the archipelagic waters, territorial seas, exclusive economic zones (EEZ) and the continental shelf (within and beyond national jurisdiction) for the water column, sea beds and subsoils.

My question is, will this bill strengthen our stand particularly in the West Philippine Sea (resource rich and most of them untapped) overlapping claims and given the result/decision of the Arbitral Tribunal Award to the Philippines?

On the local front, the municipal waters delineation has also a pending issue on LGUs with outlying islands where, the seaward measurement of 15-km will no longer be reckoned from the coast of the mainland but on these island/s which thus give the LGU a huge area of municipal waters (some sectors won’t be happy). Alas, the IRR in this regard is yet to be finalized.... Will this bill fast tract the IRR approval?
