This is a contrapositive because it is using both converse where the statements are flipped and inverse because they are negative.

This statement is TRUE because not only is it true since the original statement is true and if the statement is true so is its contrapositive. It is also ture because LVA is in PA and if you arent in PA then there is no way you can be at LVA.
