Then if they get caught again they would get a 2nd strike then they would get put in jail for a little bit longer probably some months or so . But then once they get caught again for doing and other crime they get the 3rd strike which now they might get a higher punishment longer jail time .

And if they were to stop you but can't find any reason to stop you so then they'll might stop you for something that was little like if you didn't have any head lights on . Then they will stop you , then they will tell you why they stopped you but they will get of topic and ask you to search your car . Then of course since you are so scared you will say yes go ahead . And knowing that you have some type of drug on you , You know that you will get arrested for something that you weren't stopped for in the first place. 

This has increased mass incarceration because police are stopping random people for little traffic violations an since they have the power of consent to search they will search you without you knowing that you could say no to it then they find something illegal in your car like drugs or a gun .
