The U.S has many ways to immigrate. One of the ways is Family-Based Immigration. Congress made a system to see the number of family preference visas for a given year. They find the number by subtracting the amount of family visas and the amount of foreigners accepted into the U.S the year before from 480,000. Any unused immigrant employment numbers from the year before are added to the number to get the total amount of visas that are available for use through the preference system. However, law requires the number of family-based visas available can’t be less than 226,000.
