They looked at birds because the lead engineer was a bird watcher and he was intrigued by the king fisher because when it dived through the air into the water to grab a fish for food it was quick and barely made a splash. He added a design much like the head of the king fisher to the bullet train and not only did it stop the  loud noise when it left the tunnel from occurring it increased speed and reduced energy usage improving the train significantly.
