The Health Information Technology for Economic and Clinical Health (HITECH Act), was created to improve quality health care, safety, and efficiency by promoting health information technology and electronic exchange of information. 

"Meaningful use" is a part of the HITECH act created by the Centers for Medicare and Medicaid (CMS) incentive program that provides financial benefits to health care providers who use EHR technology and ensure that health information is shared and exchanged to improve patient care as well as benefit health care providers. Examples such as E-prescribing, computerized provider orders (x-ray, lab orders etc...), and the ability of patients to send secure messages to their health care team.
