         <description><![CDATA[<div>This as said in the name is a compromise between the large and small states. It has components that both sides wanted. For the smaller states each state only gets two senates, keeping it equal. For the larger states their is the house of representatives. In the house of representatives each state gets a certain number of people they can elect based on the population.</div>]]></description>
