Some have however argued that he wont actually do this as he has been saying he will since his election. This also can link back to gender norms embeddin Japan's culture.

As discussed in Ayako Kano's article, this puts on lots of pressure on husbands to earn enough money to support their wife and family and so a factor of the long hours Japanese people work and has an affect on them both physically and mentally in both the short run and the long run.

Japan has been exceptionally strongly influenced by the norms about gendered division of labor. It is just rooted in their mind due to the educational and social impact that women should be in charge of family work (childcare+housework)while men should take responsibility as a breadwinner.
Educational revolution about gender might be necessary for the equality promotion. Take time but has a more profound impact.

Problems vs counter plans

The main reason why gender equality in workplace is difficult to be implemented in Japan is that the counter plans, the policies and the legislations, are not designed according to women's expression of their will. Rather, they are more likely to be made according to male's assumption or guess about how women are thinking (or even how do they want Japanese women to think). This reflects the trouble in the communication between governors&law makers and the public as well as the urgency for the political representation of women
