Pathos-  He makes you hate him and the Burmans for showing the elephant dying slowly, and makes his audience see the dehumanization caused by  Imperialism
Logos - He shows the lack of a use for control over these kinds of countries in Britain's current condition at the time.

Pathos: Orwell drags out the death f the elephant in vivid detail. The heart wrenching scene depicts the elephant struggling to stay alive while at the same time refusing to die. 
Logos: Logically, in order for the people to be safe, the elephant should be safe.
