But the shift from English as a foreign language to a second language is becoming ubiquitous. English is widely accepted  both for internal and external government communication. 
Take the official websites of some big cities in the Netherlands as examples:
Amsterdam, Rotterdam, Utrecht, Eindhoven, Breda, Groningen, Nijmegen  and Almere have direct acces to English Website . While the Hague has three languages available on the website: Dutch, English and French. It is shown that the attitude of the political center towards English may not be totally open yet.
