2). I feel he wanted to put this in a serious but humorous tone with the random its hard to tell  by the randomness in it .

3). He cares about this as it contains to a serious thing to him with a moral story behind it. although random it is kinda serious to the author and he cares about his college acceptance application.

4). The whole text is a college application so its very important. He made it kinda serious while making it funny and short to make it personal and random it just is supposed to be a thing to share a story.
