During this scene, Piggy is trying to express his opinion in front of everyone. The rule that they established is that whoever has the conch, has the right to speak. This means that everyone must give their undivided attention to the person who has the conch. In this situation, Piggy has the conch. A's he attempts to express his opinion, no pays him any attention. He begins to "lose his temper." He tries to get their attention but fails. In the end, he does not gain the attention of his peers.
