This is saying that mass media can be used as propaganda to get the masses to share consensus on opinions the government would find ideal for the masses to agree with. This could also be used by marketing groups that would want their products to be popular so they use advertising to get a broader audience to buy it. 
An interesting way of also using media such as in TV, Books and film is censorship.
