I believe by giving a man the power, he doesn't have to report to anybody. Therefore he is in charge and there aren't repercussions for his actions, so it would show it would show his true person.

But "if you want to test a man's character, give him power" is kinda tricky since Character means "the mental and moral qualities distinctive to an individual" which also makes sense in this case.

Now, the best way I can summarize this is "almost all men can withstand hardship, but if you want to test a man's mental and moral qualities, then give him power."

So what he's trying to say is "a man will only show their true self in a position of power, and not usually in a position of hardship (since they'll be in a "hardship-free" situation)"...
