         <description><![CDATA[<p>The first assignment in the Public Sector SCM course at Fanshawe College consisted of analyzing and presenting one Public agency that operates on behalf of the population, explaining how they work, where the funds come from, and providing detailed information regarding purchasing management and the company's supply chain. My group chose TVDSB, Thames Valley District School Board, that is a public school board in Canada, who's responsible for public Scholls across southwestern Ontario region including London. The operation's and supplies funding comes majority from Ontario Government.</p>]]></description>

         <description><![CDATA[<p>This week had an introductory meeting to get information of the Silex Project that consist in providing a research and presentation for a live client regarding a real life problem. The client is Health Pro Canada, witch provide health care supplies for the country.</p><p>We are going to work (forming teams of 4 members) to conduct research and provide a formal paper and presentation. </p><p><br></p><p>The main goal is to have actionable recommendations for the client regarding procurement processes. The problem is to move from the contract AB format to a more adaptable, efficient, and flexible approach (such as RFSOs and NRFPs).  </p><p>This will be a challenging project as it deal with a real problem to be solved. Although this is not a easy work, it is exciting to have the opportunity to apply learning concepts while dealing with the reality. Let's do this.</p><p><br></p><p>To organize the team expectations and set some good practices, we did a group contract within our group.</p>]]></description>

         <title>Risk Management</title>

         <description><![CDATA[<p>All organizations are exposed to a wide range of risks that can cause losses and legal issues. To manage and address these risks, it is recommended to identify them (a difficult and critical first step), then evaluate the risks using the Risk Matrix tool. </p><p>The risk matrix can be very helpful in making decisions regarding risks by analyzing the probability versus the severity of each event.</p><p>After having the matrix considerations, devise a strategy for each risk (whether by avoiding it, managing it, transferring it, or retaining/absorbing the loss), and finally, implement the plan.</p><p>One typical example of managing a risk is issuing a contract.</p><p>One common way to transfer a risk is through insurance.</p><p>The key idea is prevention, to protect both the people involved and the organization.</p><p><br></p><p><strong>Reference</strong></p><p>Public Sector Supply Chain Management. <em>PRCH-3020.          <description><![CDATA[<p>We've been learning about the contracts related to public procurement management and the parts involved. </p><p><br></p><p>The "law of agency" relationships is done by a range of parts and agreements. The law of agency is composed by:</p><p><br></p><ul><li><p>Principal (the organization)</p></li><li><p>Agent (the person that represents the organization, such as a purchasing manager for example)</p></li><li><p>Third-party (the contractor, for example, the supplier)</p></li></ul><p><br></p><p>For purchasing, Contracts A and B have an essential role in Canadian law, with specific steps well defined between:</p><p><br></p><p>Contract A: The bidding contract, to receive the purposes and competitive expectations.</p><p>Contract B: The contract with the successful bidder.</p><p><br></p><p>These classes are interesting, and we keep exploring the Supply Chain in the Public Sector.</p>]]></description>

         <title>Mid Term Case Analysis</title>

         <description><![CDATA[<p>We've been working on a Case Analysis for our midterm. </p><p><br></p><p>It consisted of:</p><p><br></p><ol><li><p>Individually analyzing a case, delivering the Individual Case Analysis.</p></li></ol><ol start="2"><li><p>In class, we worked with our group to create an Executive Summary regarding the case. Both deliverables are going to consist of the midterm case analysis grade.</p><p><br></p></li></ol><p>It was an incredible exercise to improve our case analysis and research skills, so we can apply the lessons learned on the Silex project which has a similar type of assignment to be done.</p>]]></description>

         <description><![CDATA[<p>The public procurement requires open, fair, and transparent executions to assure integrity. For this, all processes are very clear and should be done following procedures.</p><p>The ''competitive bidding'' is the process that suppliers show their proposes for analysis to be a potential vendor of certain product. This method is used for choosing supplier eligibility because it is clear, fair and transparent. The bid will be analyzed and the better deal will be decided by procurement team and other parties involved.</p><p>Competitive bidding documents on public procurement:</p><p>Non-competitive procurement is when the supplier have contracts with an agency and for this reason they are not going through bidding process.</p><p><br></p>]]></description>

         <description><![CDATA[<p>We did a nice activity in class to illustrate the overall concepts of product specification and scope of work:</p><p><br/></p><p>From any product, we just choose a Finished Good, and we need to describe the item characteristics for the class to guess what it is. The idea is, identify the product without saying the product name and only get the class random (but precious) information that describes a unique product. It was funny and interesting!</p><p><br/></p><p>The scope of work and product specification will ensure that the supplier will receive all needed information before bidding.          <description><![CDATA[<p>In the procurement of goods is important to define the criteria and identify what is expected for the ideal product. </p><p><br/></p><p>When price is not the most important factor, an evaluation criteria is necessary to filter (exclude unqualified suppliers) and then better choose the supplier.</p><p><br/></p><p>How to do an evaluation criteria:</p><p><br/></p><p>Set the goals for the products needed, the main points for consideration when analyzing the product opportunities for bid: quality, ETA, insurance, payment terms, and delivery method are clear examples of criteria that can be important.          <description><![CDATA[<p>After choosing the supplier, a fair contract should be done, and from the first contract (that can be a PO emission), the supplier management starts.</p><p><br/></p><p>Supplier debriefs are meetings that happen after the project has been awarded and the supplier chosen. The buyer organization is going to give the results of the bids and what was the criteria for the decision. This is going to inform who was selected and, very importantly, gave the non-awarded vendors the opportunity to know what went not well, so they can be better prepared for the next opportunity.</p><p><br/></p><p>With a contract in place, it is important to check supplier performance to ensure that the outcomes are as effective as expected, and address the issues when necessary.</p><p> </p><p>In most cases, instead of replacing the suppliers to solve a problem, it is better to develop the vendor with whom we already have a contract in place using honesty and clear communication.
