An example is the riot/attack on the U.S. Capitol on 06 JAN 2021. From the viewpoint of the strategic leaders assembled to certify the election, it was definitely a crisis. It may not have been viewed as a crisis from the perspective of the President, who may have directly or indirectly encouraged the attack.

This different stakeholder perspective also affects the six makings and the unfolding, termination, accountability, etc. of the crisis.
