However, during a meeting, the 3rd estate was locked out. In response, they convened at a nearby tennis court and made the historic Tennis Court Oath, vowing not to disband until a constitution was established to address the grievances of the political prisoners.

Rumors that the King and Queen were hoarding flour and wheat spread. This protest ended with the royal family being put under house arrest. The legislative government wanted peace between the king and the people, but Louis XVI's weak leadership led to its failure. The chaos eventually led to the rise of the First Republic under Robespierre. Robespierre tried to force his morals on the country, which resulted in the Reign of Terror. During this time, many people were executed, and fear spread throughout France.

Even though his rule was controversial, Napoleon left a strong legacy, making France a major power in Europe and boosting nationalism across the continent.
