Unlike a scientific theory that explains why an event occurs, a scientific law only states that an event will occur under certain circumstances. 
An example of this is when scientists once believed the Earth was the center of the solar system. In the 16th century a man named Nicolaus Copernicus hypothesized that the Earth and the other planets orbited around the sun. He created a scientific theory by questioning the already existing scientific theory of the earth being the center of the solar system.
