Westminster was the first case in the United States to directly address segregation, and many arguments from this case would later be used successfully in Brown v. Board of Education. For ELs, findings that that separating non-English speakers from their English speaking peers had a negative effect on their education would help to inform future decisions about integrated classes and schools.</div>]]></description>

         <description><![CDATA[<div>A significant impact of ESSA on ELs is the inclusion of EL performance as a criterion for Title I funding. This attempt to raise awareness of EL needs has been criticized as potentially minimizing EL student needs in a sea of Title I demands (Mometrix, p. 89). Additionally, states have been given more authority to determine what approaches are most effective and what measurements will be used to demonstrate EL progress. This means that programs may vary widely from state to state or district to district.</div>]]></description>
