Usually, that means that this is an area that the teacher is needing help instructing. The curriculum/content may not have enough material or their may not be enough available known strategies to teach the skill. Whatever it is, usually, all three are connected.

When everyone is on the same page then students are comfortable with the expectations and vocabulary that they are presented with.
