The Founders put this mechanism in the Constitution because they thought that perhaps problems may arise with it in the future or circumstances and values in society may change broadly enough to warrant it. However, actually amending the Constitution is very difficult. In order to propose an amendment, you need either 2/3 of Congress to say yes to it or 2/3 of the state legislatures to say yes in a Constitutional Convention. In order for the amendment to go into effect, 2/3 of the state legislatures must ratify it.</div>]]></description>
