This substitute was then brought to court for breaking the law as it was illegal to teach social darwinism. He was suppose to be teaching creationism, but Tennessee's law conflicts with separation of church and state in the first amendment. So two years after being found guilty, the case was appealed and it was no longer illegal to teach social darwinism. These oil reserves were set aside for the U.S. Navy, which had been converting it's ships into oil powered vessels v.s. coal powered vessels. The congress set aside these reserves for emergency use by the Navy only, however when Fall leased out these reserves to two different oil companies, American Petroleum Company owned by Edward Doheny and the Mammoth Oil Company owned by Harry Sinclair who is long time friends with Albert Fall, he was caught after already stepping down and the whole country was suspicious of something fishy going on in the white house.
