She gives to understand that her friend is kind of crazy but more importantly that they won't be friends for so long because she is moving out of Mango Street. This suggests that the neighbourhood is a place where people live for a short period of time and then move away.<br><br>The author uses repetition to show how many cats Cathy has, this giving name to the chapter.
