Have teachers make it important and be consistent. Create reasons for students to be on time.

Once we have a few weeks of creating good habits, have the admin do a WHOLE WEEK HALL SWEEP. The way this would work is students who HAVE the MOST tardies for the week get a lunch detention. We stop at the top 30 - some weeks it may be students who got 10 tardies, other weeks it may be students who got 20. This keeps it manageable for admin AND is a moving target - kids can't say "I can only get 9". Some weeks, 9 tardies might land a lunch detention.
