The excerpt from chapter 23 uses verbal irony. The Commissioner says that he will not hurt them, he just wants to have a peaceful negotiation to ensure violent acts will not happen again. However, from reading farther into the chapter, we know that that is not what he intended. He imprisions the men, saves their heads, and tortures them until the people give him what he wants.

The excerpt from chapter 25 uses dramatic irony. This is because we know, from reading the novel, the entire book is about Okonkwo. The Commissioner believes that he can write only a paragraph or so about the life of a man that killed himself. We know this is not true though because Achebe wrote a full novel about the later life of this man. He is not just a paragraph but a whole book.
