It's the dial where all the options are. 
The photograph changes when you are using a higher or slower shutter speed. When its fast not much light gets into the lens but when you use a slow shutter speed a lot of light gets into the lens.
Using shutter speed is important in every photo you take because it depends on how much light and how clear you need your photo.
