The resources, staffing was an issue. They did not expect to be doing so much enforcement for COVID. They did not have the technology to create reports and do data reporting. Some communication was done through agents delivering letters to the businesses. Technology was a challenge.

There were concerns about PPE. It was not something they need prior to that and they did not know the extent to which they would need the PPE. Many concerns surrounding the PPE. The essential non-essential designation because terminology was confusing. There was a lot of figuring out the terminology.

It was difficult to get enough people out there so staffing was an issue. As far as the early response, they were able to partner with the police department to get out there and address issues. It helped that there was that partnership so they were able to look at things on both sides of what they were supposed to be doing.

Politics and public, both the composition of the city council and its politics. Staffing. Sometimes they needed things on a whim and initially the did not have enough staff for it and as demands increased, even the increased staff was not enough. They were lucky they did not have more people who needed to quarantine. They had data to collect that they didn't usually have to collect. There was a lot of figuring things out as they went along.
When things began to open up, they were expected to go back to doing their normal job as well as the COVID jobs as well.

Even when you could get additional staff, the people needed to be trained on what to do since they came from another field. The enforcement work group was not a part of the recovery initially. They were able to create a playbook for any future emergencies.

If you will be doing emergency rules, enforcement needs to be thought about first. A lot of times, there were not enough people to enforce the rules.

It would be easier if agencies that had jurisdiction over certain industries could have helped with COVID enforcement. It could have been nice if they could have received directives much sooner. It would have been beneficial to their agents to review and understand the directives.
